 Police on Saturday arrested 11 students of Purushottam Institute of Engineering Technology (PIET) at Mandiakudar near Kansbahal of Sundargarh district on the charges of ragging the junior students.

 Reports stated that the ragging by second and third year students of PIET landed them in trouble when two of the victims mailed complaints to the anti-ragging cell of University Grant Commission (UGC) and the PIET authorities.

 The UGC cell forwarded the complaint to Sundargarh SP Sanjeev Arora while the college authorities forwarded it to Rajgangpur police. The errant students were arrested and taken to Sundargarh district headquarters to be produced in court.

They returned to the institute Saturday night after the court granted them bail. Rajgangpur IIC MR Pradhan said the junior students were banned from wearing casual dress even during leisure period and were forced to wear uniform all the time by the seniors.

 After complying the diktat for a week, they revolted and a clash ensued on Thursday following which the two victim students wrote to the anti-ragging cell. PIET Director KM Purohit said the institute has taken serious note of the incident. The disciplinary and anti-ragging committees of the institute would shortly take a decision on the errant students, he added.

 BHUBANESWAR: A second year student of BSc agriculture of Orissa University of Agriculture and Technology (OUAT) brought allegations of ragging against his seniors on Tuesday.

Junior students gheraoed the office of dean (students' welfare) demanding action against the seniors. The varsity authorities, however, refuted the allegation of ragging and said it was a case of clash between two groups of students. Dean (students' welfare), R K Das said, "A disciplinary committee has started investigating the matter and the report will be submitted to the vice chancellor to take action against the guilty. But preliminary enquiry revealed that it was a clash between seniors and juniors."

 According to sources, first year students stay in Hostel no. 9 and from second year they stay with seniors in the hostels of the respective colleges. On Monday night, some third year students allegedly harassed and grilled second year students in Godaborisha hostel and later they assaulted a student. The victim has sustained serious injuries in his ear.

 The junior students have also lodged a complaint with police but no case has been registered. "The seniors said juniors must experience ragging and started grilling us followed by physical assault, which was intolerable," said a junior student requesting anonymity.

 "Some students came to lodge a complaint of clash but no case was registered as they did not inform the university authorities about it. We asked them to inform the varsity authorities first and if no action is taken, then we will register a case," said IIC of Khandagiri police station Sanjeev Satpathy.

 Recently, the Odisha Human Rights Commission (OHRC) ordered the vice chancellor of OUAT to give Rs 2 lakh compensation to the family of Siba Shankar Ash, a student who became bed-ridden after being ragged by seniors in 2006. Ash's father Satyajeet Ash moved the commission after his son could not recover from the multiple injuries sustained after he was allegedly pushed down from the hostel roof by some seniors.

To curb ragging in educational institutions, a state-level anti-ragging committee has been formed under the chairmanship of Governor and Chancellor of Universities M C Bhandare as per the direction of the Supreme Court.

All colleges were asked to circulate telephone numbers of district collectors, SPs and college authorities among students. Anti-ragging committees were also formed in all educational institutions and hostels. "The state-level committee would take strict action against the college authorities and students where incidents of ragging are reported," said a senior officer of higher education department.

Medical college rusticates unruly student

BHUBANESWAR: VSS Medical College and Hospital on Monday rusticated a first-year student for one year for his alleged involvement in an attack on his seniors on Sunday. "We rusticated one of the first-year students for a year for his behaviour, which is unbecoming of a student," said Dr Santosh K Behera, principal.

The decision came after second-year students gheraoed Dr Behera's office on Monday demanding action against the boy, who allegedly masterminded the attack on the sophomores. Around 100 second-year students had gone to Nrusinghnath shrine, around 200 km away from the state-run medical college in Burla, on Sunday.

On their way back, a group of 10-12 persons attacked them between Paikmal and Padampur. "They tried to molest the girls and abuse other students. They also pelted stones at our vehicles," said students' union general secretary Dinesh Prasad Sahu. Nine persons have already been arrested in Bargah district in this connection with the attack, police said. The second-year students said they suspected the boy, a native of Padampur, because some of the attackers had named him.

The college council took the decision after a marathon meeting following the first-year student's confession. However, his family refuted the allegation. "My nephew is not involved in any such attack. I don't know how such misunderstanding happened," said the boy's uncle. Sources said the dispute stems from ragging by seniors in the college. "There is an ongoing tension over ragging. The boy might have been a victim of that," said a student pleading anonymity. But Dr Behera denied any ragging on campus. "The issue had nothing to do with ragging," he said.

 BHUBANESWAR: A college student died after being allegedly ragged by his seniors in Madanpur area on the outskirts of Bhubaneswar on Thursday, sparking tension in the private institute. The Plus II science student Ipsit Nayak's body was found floating in an artificial pond of a stone quarry, a day after he went missing. The pond is located a stone's throw from NIIS Institute of Business Management where he was studying. A native of Balangir district, Nayak was staying in hostel. "My son became a victim of ragging. Some of his rival seniors from Bihar insisted him to play with them, later murdered him and threw him in the pond," his father Rajendra Nayak told media persons. He lodged a complaint in this regard at Janla police outpost demanding arrest of the accused.

Janla outpost's in-charge Dhruba Charan Pradhan said: "Prima facie it seemed to be a simple case of drowning. There were no external injuries on body. Postmortem report can establish the exact cause of death." Ipsit's mother Basanti Nayak raised finger towards the college management for failing to maintain cordial atmosphere in the college. "The college staff abetted the crime. Why did the hostel authorities allow him to go out while it was raining," she asked. College principal Bhabani Sankan Rath refuted charges of ragging in the college. "We do not encourage ragging in the institute.

The students, along with Nayak were playing. Perhaps he drowned while swimming in the pond. I do not think he was murdered," Rath said. The college was declared sine die in view of tension on the campus. Sources said Nayak moved out of the college around 5 pm while it was raining. When he did not return hostel in evening, his friends said he was playing with others near the pond. The college authorities informed Janla police around 8pm and later informed the fire brigade. The firefighters frantically searched him till late night, but could not trace him.

SB student falls to death, father blames ragging

CUTTACK: The SB Women’s College here was shocked on Monday when a student and hostel boarder allegedly fell to death on the campus. Police are investing all angles __ whether it was an accident or suicide or any other foul play.
The girl __ Swayamsiddha Jagyanseni Sahoo __ a Plus Three first year student, was found lying in a pool of blood on the ground near the Old Hostel of the college. She had apparently fallen from the roof of the three-storey building.
Sahoo, daughter of Executive Engineer Hrudananda Sahoo posted at Jeypore, was staying in the first floor. She is believed to have climbed up to the roof at around 8 am.
Stunned authorities and students managed to come to terms with the incident a couple of hours after and the police were informed. Police rushed to the spot and sent the body for postmortem.
According to Lalbag Police, how she fell down is yet to be established. Either she might have committed suicide for some reason or might have slipped and fallen absent-minded while talking over phone. Her phone has been recovered from beside the body, police said.
Police are investigating all aspects, said her parents who reached here after receiving the news. The father of the girl, who was in Bhubaneswar from Sunday, has alleged that his daughter died due to ragging. A case has been registered.

Students from Jharkhand and Bihar beaten up in Orissa

Students of Jharkhand and Bihar, studying in Synergy Institute of Engineering and Technology, Dhenkanal, were allegedly beaten up by local students of the college on Friday.

The college administration has asked all the students to vacate the hostel immediately.

Bhubaneswar, Sept 20 (PTI) Orissa government today ordered a departmental inquiry into the alleged ragging incident in a private engineering college on the outskrit of the state capital."A committee headed by Industries secretary will probe the alleged incidents of ragging at Gandhi Institute of Technological Advancement (GITA) where students of first year and fouth year clashed," Industries Minister Raghunath Mohanaty told reporters here.Stating that he had asked authorities to take stringent action against the students involved in the alleged ragging incident, the minister said that the college concerned would be held responsible if the ragging was proved.The clash between senior and junior engineering students took place yesterday over some dispute during celebration of Viswakarma puja on Saturday. BHUBANESWAR: A clash between two students' groups in BJB Autonomous College here on Friday was termed as "a scuffle and not ragging" by the authorities of the college. The authorities, however, have decided to go ahead with students' union elections in the campus after taking undertakings from students that no such incident will occur again.

Four students rusticated, two others fines for ragging

Sambalpur (Orissa), Jul 4 (PTI) Four students of Vir Surendra Sai University of Technology (VSSUT), Burla, were rusticated for a year for allegedly ragging juniors, university sources said today.Two other students were fined Rs 10,000 each for their alleged involvement in the incident.Action was initiated against the students on the basis of the report of university's disciplinary committee to which the matter had been referred, they said.Some students of the 3rd semester had complained that they were ragged by seniors on July 24. They were allegedly beaten by the accused 5th Semester students when they protested against this, the sources said.The disciplinary committee examined both sides and decided to take action against six students of the 5th semester for the incident.The four rusticated students were identified as Sambeet Kumar Mishra, Soumya Ranjan Jena, Chinmay Prasad Patra and Kartikeswar Parida. The university authority directed the four students to keep away from both the varsity and the hostel for one year, sources said. The others - P Pravin Kumar and Ankur Alkhad - were fined and also ordered to vacate the hostel immediately. ‘Ragging' misunderstanding cleared: Registrar

Authorities of Ravenshaw University here on Wednesday rejected a ragging complaint of a girl student terming the allegations of the student “unfounded”.

“Rather the incident that took place in one of the girls' hostel of the campus on Tuesday evening was the outcome of student unrest between seniors and juniors. Both the warring groups have patched up after clearing the misunderstandings and the situation is now normal”, said university Registrar Smarapriya Mishra after holding an hour-long parley with both groups.

According to reports, the sixth year students of Bhargabi PG Women's Hostel located on the campus were upset over certain “offensive” utterance made by a fifth year student way back during the Welcome Ceremony of the hostel last year.

Demanding an apology from the junior student, the seniors had boycotted the Farewell Function that was arranged in their honour on Tuesday evening. However, when the seniors did not join the function despite fervent appeals from other junior students, they (the juniors) went ahead with their merrymaking.

The irate students allegedly went on a rampage inside the hostel and staged a dharana. However, the university authorities stepped in at the right moment to restore normalcy inside the campus.

While the High Court verdict on occupancy of contentious East Hostel of the Ravenshaw University is expected anytime now, an unsavory incident among the unauthorised occupants of the hostel on Sunday is snowballing into a major controversy.

Manas Samantray, a Plus III first-year Commerce student, lodged a police complaint saying he was beaten up by a group of senior students of the hostel. He is now hospitalised alleging that he was subjected to ragging. Refuting the allegations the Plus III third year students are saying the ragging slur is brought against them by the junior student at the behest of university authorities.

"The university authorities have stage-managed the entire drama having a political vendetta just on the eve of the High Court verdict. There was no question of any ragging inside the Hostel except a heated word of exchange between two groups of students over a blaring noise of a music system during study hours," said Pratap Mohanty, a third year student.

On the other hand, the junior students after lodging a complaint at the local Malgodown police station demanded stringent action against the seniors who are trying to bully the juniors. The current occupancy in the East Hostel is viewed 'illegal' by the university authorities who claim that the renovation work of the hostel was not complete and the students were forcefully occupying it.

But knowing very well that the occupancy of both the groups of students in the hostel as illegal, the university's Registrar ordered the Hostel Dean to conduct an inquiry and submit a report to the Ragging Committee. "If any student was found to be involved in ragging, stringent action would be taken against them," said Registrar Smarapriya Mishra.

However, Hostel Dean Bijay Mishra differed with it saying that it has not yet been ascertained whether the incident could be viewed as ragging. "We would only go by the police investigation into the matter as the same has been reported to police. Moreover, since there is a status quo in the hostel, for the matter is pending disposal in the High Court, we cannot officially conduct any enquiry about the happenings in the East Hostel," Mishra said over telephone.

"Nevertheless, the manner in which the University authorities are going head over heels to paint the issue as an incidence of ragging and are going to decide the fate of the students by the Ragging Committee definitely smells a rat and we believe it is a conspiracy against us," Pratap Mohanty alleged.

High court orders shield for ragging victim

Cuttack, Feb. 24: Orissa High Court has ordered interim protection for a first-year BTech student of C.V. Raman College of Engineering in Bhubaneswar following allegations of ragging and threats of further assault.

The student, Sanjeev Kumar, had filed a petition seeking security so that he could pursue his studies in peace. In his petition, Kumar alleged that the college authorities and police did not take any action even though he had lodged a complaint and FIR accusing a student of ragging and torturing him.

Kumar had filed the petition under the All India Council of Technical Education (Prevention & Prohibition of Ragging in Technical Institutions, Universities, including Deemed Universities imparting Technical Education) Regulations, 2009.

“Acting on it, the single-judge bench of Justice Sanju Panda ordered for interim protection while issuing notices yesterday to the C.V. Raman College of Engineering authorities and the inspector-in-charge of Khandagiri police station,” the petitioner’s counsel Bijay Kumar Pattanaik told The Telegraph today.

“The respondents are expected to file replies to the notice within a week,” he added.

Kumar had alleged that a second-year student of electronic and telecommunication engineering had several times ragged, abused and assaulted him on campus.

According to the petition, Kumar was rescued by a third-year mechanical engineering student and a second-year student of hotel management on February 1. He had reported the matter to the principal on the same day. The next day he lodged an FIR at Khandagiri police station after he was threatened with dire consequences and not being allowed to stay in Bhubaneswar if he did not withdraw the complaint submitted to the principal. The police, Kumar alleged, had taken no action on his complaint either.

The anti-ragging committee of the college had inquired into the matter. But no action had been taken against the student. “Unless I am protected by the college authorities and the police, I cannot continue my studies at C.V. Raman College of Engineering,” Kumar said, while seeking an order for inquiry into the alleged ragging and suitable action against the culprit.

The high court had on December 6 directed the Biju Patnaik University of Technology to form a monitoring cell on ragging and ensure formation of counselling cells at colleges and institutions affiliated to it. The high court issued the direction while disposing of a petition filed by BPUT challenging the ruling of the high court that had quashed the university’s order of punishment to five students for alleged ragging. BPUT had on September 13, 2010, debarred five fourth-year students of Piloo Modi College of Architecture from studies and university examinations for two years after finding them guilty of ill-treating, harassing and assaulting a second-year BArch student, as it saw it as “a fit case of ragging”.

The high court’s single-judge bench of Justice M.M. Das had quashed the order issued by BPUT on November 22 saying that it was “not a case of ragging but a case of scuffle between some students of the institution”.

K’pada College +2 students allege ragging by seniors

Once again, the Kendrapada Autonomous College, one of the prime educational institutions has come to the news for the wrong reasons. This time, it has come to the limelight after some junior students alleged ragging by their seniors.

According to sources, seven second year students of + 2 commerce have alleged ragging by the + 3 students at NC Hostel of the college. They have alleged to have been misbehaved, forced to kneel down and beaten by their seniors.

On Tuesday, the victimised students along with their guardians met the college Principal and brought the matter to his notice. When contacted, Principal Prafulla Mishra stated that as per the preliminary findings it has found that some students of +3 commerce Second part misbehaved , assaulted and forced about seven students of + 2 commerce to kneel down on the floor on Monday night at the hostel after an altercation over passing of comments between them.

“Meanwhile, I have directed the hostel superintendent Manmoth Nayakto conduct an inquiry into the matter and to submit a detailed report within 24 hours. If the seniors are found guilty in the alleged matter, stern action will be taken against them,” said the Principal.

Balasore: Two students of the Environmental Science department of the Fakir Mohan University were allegedly thrashed by the senior students.

Sources said that following the incident, the university authorities have let the victims out of the campus with the help of police who are now staying in a lodge.

Contacted, Vice Chancellor Sukantipriya Patnaik said that he received the compliant on Wednesday and has entrusted the PG Council chairman to look into the matter.

However, PG Council chairman Amarendra Naryan Mishra said that the incident was a fallout of a petty issue and a committee has been formed and after the Diwali vacation to sort out the matter.

According to sources, Amiya Ranjan Sahu, a student of first year Environmental Science, was bashed up by a group of seniors when he came out in support of one of his batch-mate Gangadhar Patnaik.

Patnaik was allegedly ragged by the seniors on Monday evening near the dinning hall for no reason.

I had resisted when Patnaik was ragged. Later on, they came to my room and driving all other roommates out, they showered blows and punches on me putting off the light. They had been ragging us for quite some time and we had avoided reporting the matter to our warden, Sahu informed.

Following the incident in the evening, some seniors reported the matter to the authorities, but the latter asked the police personnel to take the victims out of the campus in order to avoid further tension.

They were reportedly taken away by the police and left near the bus stand.

Both the students, stated to be of Ganjam, took shelter in a lodge at Sahadevkhunta area after wandering in the night and taking shelter in the railway station.

We were asked to leave the students at the bus stand by the university authorities, informed Remuna IIC A Tirkey.

On the other hand, the university authorities, denying allegations, maintained that they let the two students out of the varsity premises in a police van.

Report by Orissa Diary correspondent; Cuttack: The Biju Patnaik Technical University (BPUT) on Wednesday suspended five students of Piloo Mody College of Architecture for alleged involvement in ragging case and withdrew recognition of the college for the next academic year.

As per the information , on 7th August a second year B.Arch student Soubhagya Mishra alleged ragging by seniors belonging to fourth year of the college.A joint committee constituted by BPUT initiated probe into the matter and submitted its report following which the premier technical university took a serious note of it and suspended the students for two years. Besides, it withdrew recognition to the college for the academic session 2011-12.The students have been identified as Gourav Das Mohapatra, Devaditya Das, Aurojit Moitra, Anwesika Sahu and Pabitra Sahu.

These students had attacked Soubhagya with blades inflicting serious injuries to his neck. Meanwhile, the students, college authorities and OPECA have opposed the stringent action on the students and the college.

Kendrapara(Orissa): Authorities of the state-run Jawahar Navodyaya Vidyalaya punished a seventh standard student for ragging freshers, official sources said.

The student was debarred from attending classes or staying in the hostel for a fortnight after he was found guilty of locking junior students in a bathroom for six hours during the night.

The incident occurred on Monday night and came to light after the parents of the victims the drew the attention of the authorities, said Pravati Pradhan, JNV principal.

Bhubaneswar, Aug. 19: The situation on the Ekamra College campus was tense today after a fresher alleged ragging by his seniors.

Subhendu Sathpahy, a Plus II first year student of the city based Ekamra College, alleged that his seniors asked him to strip and assaulted him when he denied.

Sathpathy started coming to the college from August 16 as classes for the first year students began for the present academic session.

He said that he was trying to enter the Block C of the college building when a group of senior students of Plus III final year, who were sitting on the balcony, called him.

“He was scared and pretended as if he did not hear them. At these, the senior students started using slang language and asked him to come to them. They then asked him why his shoes were not polished,” said Santosh Panda, uncle of the victim Subhendu Sathpathy.

“Later they abused him asked him to strip. As he refused, they smeared cow dung on his uniform and physically assaulted him,” Panda alleged.

“We have submitted a written complaint to the college principal and are soon going to file an FIR at the Air Field police station,” he added.

Sathpathy received injuries in his stomach and other lower abdomen, and had to be rushed to nearby hospital.

“The college authorities are responsible for this. We need an explanation why the college authorities cannot ensure the protection of their own students. Especially in the present day situation, when ragging is considered a serious offence and has been banned, I wonder why do the college authorities fail to take any action,” said the victim’s uncle, as he rushed to the hospital receiving the news of his injuries.

“When I contacted the principal of the college on this issue, she kept repeating that it was not ragging and that it was the result of a clash for tensions related to election. It is not quite clear to me how can my son, who joined the college only four days ago, become a victim of college election,” asked Srikant Sathapathy, father of the victim, demanding immediate action against the offenders.

“The seniors have been ragging us frequently ever since we joined. We have given a written complaint to the principal of the college,” said Radha Mohan Nayak, another Plus II student.

“There was a disturbance between senior and junior students, but we have heard that they have compromised among themselves,” said Soumendra Tripathy, inspector-in-charge of the Air Field police station.

But Pranati Mishra, principal of the college refused to believe that any incident of ragging has taken place on the college premises. “There was nothing like ragging. It was a routine clash that happens during election,” she added

BALASORE, 25 AUG: Tension prevails at UN College, Soro, with students boycotting classes protesting the alleged inaction of the administration and college authorities regarding ragging of a Plus Two student by some seniors.

The victim, Mr Subrat Bhola, a student of Plus Two in the science stream was allegedly ragged by some Plus Three students on Friday. Though the matter was brought to the notice of the college authorities, no substantial action was taken against the erring students. Meanwhile, Bhola was allegedly further harassed supposedly for lodging a complaint with the principal. The matter triggered resentment among the students even as Bhola has discontinued the college.

“He is no longer interested in UN College as he is afraid that he may be harmed in future. We have sought his college leaving certificate and are planning his admission in another college in the district. In fact, he has started attending classes in the new college,” informed Subrat’s maternal uncle, Mr Aswani Raul.

Subrat’s father is away in Chhattisgarh as he works there. Subrat’s friends alleged that he was made to kneel down and eat his spit in the college campus Friday last. He was “punished” for failing to attend a meeting convened by the senior students to discuss their future course of action in the wake of ongoing student unrest across the state.

The matter was brought to the notice of the principal, who assured that the matter would be sorted out by the college disciplinary committee. Meanwhile, the accused students “convinced” the principal that Subrat was meted out the “corrective treatment” for misbehaving with girl students. Subrat was again assaulted by a group of students supposedly acting vindictively for his complaint.

A total of three cases have been registered, police said. “We had apprised the state home secretary of the matter. We will meet the superintendent of police seeking a thorough probe and punishment to the erring students,” said Subrat’s uncle Mr Raul.

‘Ragging’ in Navodaya School: principal denies charges

CUTTACK: The ragging slur rocking the prestigious Jawaharlal Navodaya Vidyalaya here took a turn on Tuesday when the principal of the school vehemently denied the allegations saying there is not an iota of truth in the reports published about ragging and bullying in the school.

It was earlier reported that a class VI girl student of the school was allegedly “striped” by fellow students and was asked to dance and sing in the hostel even as she was sick--running with high fever. Unable to bear the ordeal, the girl’s father reportedly decided to put his daughter back in the local private school. But Mundali-based Navodaya School Principal Mr. S.B. Rao in his report to the district Collector, who is also the chairman of the school, has clarified that the allegations of ragging are baseless. The girl’s father Mr Sukanta Kumar Nanda had sought TC of his daughter on July 20 on medical ground and the same was issued to him on July 22, the principal said.

“At the time of receiving the TC, Mr Nanda had never mentioned about any ragging or bullying to his daughter during her brief stay in the school. He had also not reported any such complaints to any school authority till date”, the principal has said in his report adding that Mr. Nanda had once barged into the school hostel in an inebriated condition in the evening to meet his daughter. He had also entered into an altercation with the house mistress and the staff nurse, the principal alleged.

The report also indicated that the girl was admitted in the school on July 13 and went on medical leave from July 14 to 18 as she was suffering from fever. Again she attended the classes on July 19 and July 20 and left the school later on the same day.

Ten Orissa engineering students arrested for ragging

Bhubaneswar, Feb 5 (IANS) Ten students of an engineering college in Orissa’s Puri district were arrested Thursday for assaulting their juniors, police said.The fourth year students of Ghanashyam Hemalata Institute of Technology and Management on the Puri-Konark marine drive, some 70 km from here, allegedly attacked a group of third year students Wednesday for not obeying their orders.
“We have arrested 10 fourth year engineering students for assaulting their juniors,” Prasanta Kumar, inspector in charge of Gop police station, told IANS on phone.
The junior students alleged that the seniors forcibly entered their hostel, locked them in a room and beat them up, leaving at least eight injured.
