Ragging charges and cock & bull story

http://www.dnaindia.com/bangalore/report_ragging-charges-and-cock-and-bull-story_1746990

It all began with a drunken brawl at a college in Vidyarananyapura on Thursday. A student got injured and filed a police complaint on the same day. His rival filed a counter complaint at a different police station on Friday, accusing him of ragging. It took some time for the police to sift through the confusion.

Rahul Kumar Singh, 19, studying first year BBM lodged a complaint at Vidyarananyapura police station that his seniors had ragged him. He said they were forcing him to strip and when he objected, he was stabbed with a screw driver and beaten.

Vidyaranyapura police inspector BP Prasad said they initially believed him and registered a case of assault, ragging and also criminal intimidation against another student, identified as Praveen Kumar.

Singh had also created an alibi, identified as Sanjay, and stated that he too was forced by the the accused to do the same.

A team of officials swung into action and nabbed the accused for questioning. The whole incident turned out to be a farce when the ‘accused’ informed them that he was in fact the victim and had already filed a case with New Yelahanka Town police.

After contacting their counterparts at Yelahanka, they realised thatRahul has filed a false complaint and have decided to take legal action in this regard.

Engg student burnt during ragging?

Mystery continues to shroud the circumstances in which an 18-year-old aeronautical engineering student suffered severe burns in his hostel bathroom in north Bangalore last week.
Ajmal PM, a student at the Sha-Shib College of Engineering in Chikkaballapur, had gone to his room to take a bath after playing tennis on March 22.
After a while, he started screaming for help. His friends rushed in and found Ajmal on the floor with burns all over his body. He was immediately taken to the government-run Victoria Hospital and is in a critical condition.

Ajmal initially told the police that senior students who were ragging him threw him into the bathroom and set him afire. Later, he said students smoked inside the hostel and he had no idea how the fire broke out.

An attempt to murder case has been registered against the accused seniors.

However, Ajmal's changing statements have led the police to suspect that the boy either tried to commit suicide or got burnt in a fire that started accidentally because he was smoking inside the bathroom.

"There was some thinner in the bathroom. It is possible that a spark from his cigarette ignited the fire," said a police officer. "The boy could be lying about ragging because he does not want his parents to know about his smoking habit."

However, Ajmal’s parents and friends alleged that seniors used to rag Ajmal and extort money. "We suspect foul play because some students told us that a matchbox which was in the bathroom has gone missing after the incident," said Abdul Fatha, Ajmal's uncle.

Assolna boy beaten in Belgaum

Margao/BELGAUM: Assolna resident Stavlon Cardozo, a second year student at an engineering college in Belgaum, was hit by one of his seniors allegedly with an iron rod late Sunday evening. Cardozo was rushed to KLES hospital, where he is undergoing treatment, sources said. Cardozo's parents rushed to Belgaum on Monday after being informed about the incident and their son's hospitalization.

Speaking to TOI from Belgaum, Cardozo family members said that the boy was still in the ICU, but doctors have pronounced him out of danger. "He has sustained head injuries. His condition is now improving," the family member said. The incident took place after an argument between Stavlon and his assailant at the hostel mess on Friday morning.

"The senior barged into Stavlon's room and assaulted him with an iron rod," the family member said.

The college chairperson Rajashri Halagekar has denied that the incident had taken place due to ragging.

Ragging raises its ugly head in city college

Two first year students of Samvaad Institute of Speech and Hearing, Hebbal, had filed a complaint with the police claiming they were humiliated by their seniors. Police find seven girls to be involved in the incidents

Some call it the ‘initiation process’ and others ‘getting familiar’, but for two first year students of Samvaad Institute of Speech and Hearing, Hebbal, it was plain ragging at its very worst.

Mudassir Ali and Vishal Kumar Mourya, students of the Bachelor in Speech Language Pathology and Audiology (BSLPA) course, claim that they were ordered by their seniors to demonstrate how to commit suicide, make out with a pillow, dance nude and run chores. All as part of ragging sessions. It got to a point where the students could stand it no longer.
They complained to the college administration, but with no action being taken, Mourya, who hails from Delhi, filed a complaint with the anti-ragging squad in Delhi. The Delhi unit in turn asked the Hebbal police to investigate the matter. Police investigations have revealed one startling fact: Of the 10 accused in the case, seven are girls. They are all students of the Master in Audiology and Speech Language Pathology (MASLP) course.

The incident has left college authorities stunned and flies in the face of state government claims that ragging has been rooted out from college campuses. Police arrested one of three male students accused in the case, while the two other boys are absconding. The girls have been let off with a warning that they would be expelled from the college and would also be arrested if they are found indulging in ragging again.

Classes for the undergraduate course began in the third week of September and the ragging began almost immediately.

In their complaint with the anti-ragging squad, Mourya and Ali claim they were made to demonstrate the act of committing suicide by hanging from a ceiling fan and were forced to strip in front of the female students and dance naked. They were even forced to sweep the rooms of their seniors and do chores like carrying water.

The complaint with the anti-ragging squad was filed on September 30 and Hebbal police were informed on October 1. The next day, police arrested one of the accused.

Fearing reprisals from his seniors, Mourya returned to his home in Delhi. Meanwhile, Ali was expelled from the college because he “had not submitted proper documents at the time of admission”.

The Samvaad Institute filed a counter complaint at the Hebbal police station on October 3 claiming that Ali, Mourya and the student arrested by the police had misbehaved at a party to welcome new students on October 1 and had also created nuisance in front of the girls’ hostel on the morning of October 3.

Police, however, say that Mourya could not have been a party to the October 3 incident — if indeed there was such an incident — as he had left for Delhi on October 2.

Mohammed Sharif Ravuthara, inspector, Hebbal police station, said, “We arrested one student on October 2. On October 3 the college administration registered a complaint against Mourya and Ali for creating nuisance near ladies’ hostel and disturbance at the college function.”

When contacted, Radhika Pooviah, principal of Samvaad institute, said, “We have suspended all the three boys involved in the incident for a week. The girls have been warned. Mourya has just returned for exams, while Ali is not a student of our college. He came for 10 days just to see the college.”

Here, ragging cases refuse to die

MYSORE: University of Mysore (UoM) constituent Maharaja College is in news for a wrong reason.

While ragging stands nearly eliminated from city colleges, a student from Maharaja College was beaten up by a group of seniors when the former failed to abide by their diktat.

According to a source, the incident took place on Monday afternoon at the hostel which located adjacent to the college. Sources say the first-year-degree student, who recently took admission to the hostel, went to the mess to have a dinner on Monday night. However, he was bullied and asked by his seniors to wash their plates. This uncouth group also included students who had passed out of college and was staying in the hostel without permission. When the victim refused to wash the plates, he was brutally beaten up.

However, another source had a different version of the incident and disclosed that two students of first year BA hailing from a village in Kollegal taluk were going to mess. On the way, they accidentally brushed their shoulders against a senior student. At that time, the seniors asked the two students to behave properly and apologize for the incident. But they refused to apologize saying that they have done nothing wrong. At this point, six seniors beat up the juniors.

When the students approached the police, the city's former mayor sensing the gravity of the incident intervened and persuaded the victim to withdraw his complaint. "Though initially the student was reluctant to withdraw the complaint, he was forced to do so," a source said.

However, police who took note of the incident, issued a non-cognizable report. Four students have tendered their written apology to cops, whereas those students who passed out from college five years ago, were allowed to leave.

Meanwhile, a college teacher told TOI that officials' failure to check the overstaying of students is the reason for such ugly incidents.

Ragging in Bhatkal college lands student in hospital

Bangalore, June 19, DHNS :

The ragging menace resurfaced dramatically at an engineering college in Bhatkal, when a gang of about 11 senior students attacked and grievously wounded a 1st year 2nd Semester Civil engineering student from the same institution on Saturday evening.

The shattered victim suffered severe bruises and fractures on his limbs, jeopardizing his appearance in the ongoing semester examinations. He could lose an entire year.

Based on the victim, Mohammed Shibili’s complaint, the Bhatkal Town police have taken up a case of ragging under section 116 of the Karnataka Education Act, 1983 (Karnataka Act No 1 of 1995), 506 IPC for criminal intimidation and 323 IPC (punishment for voluntarily causing hurt). Three of the students, who allegedly attacked Shibili, were identified as Hashim, Naafi and Faheem, all of whom were “year-out” students having failed to clear the minimum number of subjects.

The drama unfurled at around 6.45 pm on Saturday, when Shibili and five of his batchmates went out of the college hostel to have food and withdraw money from an ATM. “On the way, we were confronted by some of our seniors who sought to know the whereabouts of a few 1st year students involved in an episode on Friday. We told them we weren’t aware since we were from a different block. But they weren’t convinced,” recalled Shibili to Deccan Herald.

Then came the warning. “They said if we didn’t cooperate, we would be beaten up once we graduate to the second year. Then I told them that I would complain if that happened.” With these remarks, the juniors went out for food. But one of them was apparently marked out for assault.

On their way back to the college hostel, Shibili and his friends were confronted again, this time by two seniors, who asked them to follow the duo. “It was around 7.30 pm. They took us to a dark corner not far away from the college entrance. Within seconds, a waiting gang of about 11 pounced on me, hammering blows one after another. I was hit on the head, neck, chest and all over.

My right arm fingers suffered fractures. There was no one to help,” narrated Shibili, still in deep shock.

His shell-shocked friends were told to take the attack as a warning. “We were asked to tell all our hostel-mates to take this is a warning.” When the nightmare finally ended, Shibili was bleeding and shaking. He was rushed to the Government Hospital in Bhatkal town.

The Anjuman Engineering College principal has kept all the three students identified by Shibili under suspension. The Bhatkal Town police said the identity of the other students would be known only after the trio were arrested, since the victim could not name the others.

Ragging a criminal offence

Ragging is a criminal offence according to Supreme Court directives. Section 116 of the Karnataka Education Act, 1983 (Karnataka Act No.1 of 1995) defines ragging as: "Causing, inducing, compelling or forcing a student, whether by way of practical joke or otherwise, to do any act which detracts from human dignity or violates his/her person or exposes him/her to ridicule from doing any lawful act. By intimidating, wrongfully restraining, wrongfully confining, or injuring him or by using criminal force on him/her or by holding out to him/her any threat of intimidation, wrongful confinement, injury or the use of criminal force."

23 students injured in ragging

Shimoga, Jan 6, dhns:

A clear indicator that proves that right examples may go unnoticed, but wrong ones create an impression and are emulated.

In a shocking incident, 23 class six students of Morarji Desai Backward Residential School in Tirthahalli sustained serious injuries after they were ragged and assaulted by their seniors on Wednesday.

The students were blindfolded and assaulted with sticks and belt, and had to undergo treatment at the J C Hospital. The seniors, class 10 students, had been ragging their juniors since the beginning of the academic year, but the victims, most of whom from weaker sections from neighbouring taluks, remained tight-lipped fearing retribution from their seniors.

On Thursday, parents of the victims staged a protest at the school premises demanding stern action. Following the incident, Zilla Panchayat CEO Hemachandra suspended hostel warden Pavithra Nandaraju and cook Kantharaju. Backward Classes
Officer Eranna also held a meeting with the staff members and parents.

Suicide spree in city, 3 more end lives

November 28th, 2010

Nov. 27: A day after two techies were found hanging, three people, including a 17-year-old student, took the extreme step at various city police station limits, since Friday night. In the first incident, Uma Shankar, 17, a student, committed suicide by consuming poison. He died later in Victoria hospital on Saturday.
According to Kalasipalya police, he had consumed the poison at his hostel near City Market. After learning about the incident, his hostel-mates rushed him to Victoria, where he died after the medication failed to improve his condition.
“The deceased was a resident of Kaggadasapura and student of APS College in Bengaluru,” said a police officer. Even as the police is still investigating the reasons behind the suicide, rumours were making the rounds in the hostel that Uma Shankar, suffering from behavioural problems, could have been ‘ragged’ by his seniors at the hostel.
The other version is that his father was
summoned recently by the college authorities following several complaints of bunking and misconduct along with drinking and other bad habits, which could have forced him to take the extreme step out of humiliation.
When hostel authorities were contacted, they denied the allegations of ragging, stating that the hostel had nothing to do with the incident. Significantly, the hostel warden and a few of Uma Shankar’s seniors are absconding after the incident came to light. The police is reportedly investigating this development, said sources.
In another incident reported in Kothanur police station limits, a 27-year-old girl and her 70-year-old father drowned in a well near Nagenahalli. According to a police officer, Shilpa, who had returned from her husband’s place, jumped into the well on Friday night.
Later Anjanappa, in an attempt to rescue his daughter, also drowned. The bodies were fished out on Saturday morning. It is suspected that Shilpa ended her life following a bitter quarrel with her husband.
The next case was that of another married woman, who committed suicide following dowry harassment in Nandini Layout police station limits. Shilpa, 24, married to Manjunath for two years, was found hanging in her residence located on 15th Main in Nandini Layout. It is alleged that the husband, who was given Rs 1 lakh along with 100 gms of gold as dowry, was repeatedly demanding more. The police is investigating the matter.

Maldivian students ragged in an Indian college

CJ: Hassan Ziyau Wed, Aug 19, 2009 15:57:28 IST

FIVE MALDIVIAN students studying in Garden City College in Bangalore, India, were beaten up badly, leaving four students with injuries. According to the students, in the early hours of August 15, 2009, a group of drunken seniors turned up at one of the houses where they live and beat them up.

“They were drunkards passing by, they spotted a Maldivian in the balcony,” one of the Maldivian students studying in the Garden City College explained the incident. “They yelled at him what he was looking at, he said nothing.”

According to the student, who wishes to remain anonymous, explained that there were more verbal confrontations, which ultimately fuelled itself into a dispute. “Someone called the (rest of the) Maldivians, they came and both groups started fighting.”

Two of the students in the house locked themselves up, while another five were beaten up by the gang with four Maldivians sustaining injuries. According to the students, the Indians were senior students of the same college. The Maldivians were newly arrived juniors who had joined the college a month back.

More than 100 Maldivian students are currently studying at Garden City College and around 20 to 25 students came in for fresh admissions this year. Most of these students live in Hoskote, a town in Bangalore rural district. This was where the students were beaten up.

“There wasn’t any police presence near the area and how can we report such a case,” said another student who wishes not to be named. After several hours, students managed to report the incident to the college security and they arrived hours later.

The college is described as one of the best universities in India by the Maldivian education minister. Garden City College is affiliated to Bangalore University. Speaking at a news conference held on July 11, 2009, Dr Mustafa Luthufee said, “One of the best universities in India, the Garden City College, has given us several scholarship opportunities.”

I have been trying to contact the college officials regarding the matter with no response yet.

City fashion school suspends students

Darinia Khongwir & Shruthi Balakrishna, TNN 9 August 2009, 05:54am IST

BANGALORE: Is talking ragging? So it seems for a leading fashion institute here which suspended a few students for allegedly ragging their juniors during an “interaction”.

According to an official in the institute, faculty members saw seniors talking to their juniors and marched them immediately to the director’s office. The official added: “As the institute has zero tolerance to ragging, they suspended a few of them immediately. This was to send out a strong message to others that the institute is very serious about anti-ragging.”

The number of students suspended and duration is not very clear. According to the official, more than four students were suspended for five days and they will return to college on Monday. But, a student under suspension said that 18 students — 10 girls and eight boys — were suspended.

Undeterred by the RULES

19 Sep 2008, 0547 hrs IST, TNN

BANGALORE: Chetan Swamy (18), a meritorious student from Shimoga, joined a Mysore medical college in September last year. Within a week of his stay at the college hostel, he moved to a paying guest accommodation . Soon after, he committed suicide by consuming sleeping tablets. It came to light a few days later that Chetan was traumatized by ragging at the hostel.

And just as we thought that ragging no more exists in the city's colleges and hostels due to stringent checks by authorities , Vivekananda Institute of Technology at Kumbalgodu is in the news for wrong reasons.

On Tuesday night, a few first semester students were allegedly ragged by their third semester seniors. The incident that began as a fresher's introductory session took an ugly turn when the juniors protested against some 'strange instructions' .

The seniors could not digest the refusal and allegedly beat them up. A brawl followed , injuring eight students who had to be hospitalized. The hostel warden and some other seniors even locked some up the freshers to stop the commotion, which in turn triggered panic among the students.

College acts tough Subsequently, on Thursday, the college management acted tough and sent 35 students to another hostel in Rajajinagar and asked over 150 students to write apology letters. Police patrolling has been sought by the college to avert such situations. However, some juniors alleged that the management did not support them and instead chose to settle the matter through a compromise .
The Thalaghattapura police had to intervene to prevent untoward incidents inside the hostel. Interestingly, the college management has dismissed the issue as a "small fight between juniors and seniors over meals in the hostel.'' A case was not registered despite the police being on the spot when the incident took place as the management insisted on not lodging a complaint . toiblr.reporter@timesgroup .co

[NDTV] Medical student ends life due to ragging

Press Trust of India
Thursday, September 20, 2007 (Mysore)

A first-year student of Mysore Medical College committed suicide on Thursday allegedly due to ragging, police said.

Chetan Raj, 18, was allegedly subjected to ragging by senior students and he took the extreme step by hanging himself from the ceiling of his lodge room.

Raj, son of a BSNL employee in Shimoga, joined the college on September 10 and was staying in college hostel.

According to his parents, Chetan had returned to Shimoga on the occasion of Ganesh Chaturthi festival on September 15.

He complained that he was being subjected to ragging. His father decided to get him a paying guest accommodation in Mysore.

Accordingly, he vacated the college hostel and checked into a lodge on September 16, pending his accommodation as a paying guest. His body was found hanging from the roof of his lodge room on Thursday.

Police have registered a case and are investigating. Hostel wardens said they were also inquiring into circumstances leading to Chetan's suicide.
