MOTIHARI: The Patna high court has quashed the order of the Motihari Engineering College (MEC) expelling three students on charges of ragging of a fellow girl student. A high court bench of Justice Navin Sinha on Monday further directed the government college authority to pay Rs 1 lakh to each of the expelled student as compensation and the amount be deposited in students' welfare fund of the college.
The court in its judgment has said no college can be allowed to play with the future of any student.
It may be mentioned that three second year students of Motihari Engineering College -- Vivek Kumar, Gaurav Kumar and Rachana Kumari -- had been expelled on charge of ragging Monika Shailesh on December 23.
The aggrieved students, including Vivek, approached the HC with writ petition to quash the expulsion order.
The court has observed that the college administration had expelled the three students without any evidence given that there is no anti-ragging committee in the college as per the sanctioned standard and direction of the government.
Officer on special duty (OSD)-cum-MEC principal Dr A K Mishra said he has received information of the HC judgment and the director of the state science and technology department Bhagawan Singh has directed him on telephone to allow the three students to appear in the first semester examination of second year in the college. Accordingly, he allowed them to take their exam as per the order.
It may be recalled that on October 15, Shailesh, a first-year student of MEC, had complained to the OSD of the college that she was subjected to intense physical and mental torture by the three students.
She had also lodged a case against them with the Motihari Mufassil police station on the same day. According to the OSD, the disciplinary committee of the college took up the matter and held detailed enquiry and sent report to the department for final action.
The department passed the order of expulsion following the committee's recommendation.

Ragging accused escape campus - Cops question principal
Muzaffarpur, Oct. 21: Police today quizzed the principal of Muzaffarpur Institute of Technology (MIT), Dhuruv Prasad, in connection with the alleged ragging of Pankaj Kumar, a first-year student, who fled the institute on Wednesday night.
The police said Prasad refuted Pankaj’s claim that the latter met him with a ragging complaint against his seniors.
Deputy superintendent of police (town), Baccha Singh said the principal said Pankaj had applied for college-leaving certificate to prepare for competitive banking (probationary officer) examinations.
Pankaj, a student of information technology, had claimed in his police complaint that five college seniors ragged him for over seven days (since October 13) after which he decided to leave the college.
The police today conducted a search operation in the hostels to interrogate the five accused.
However, all five seniors have fled the institute fearing trouble after the FIR. Singh said: “The Barhampura police have been asked to procure addresses of the accused from the MIT office.”
Prasad told the police that Pankaj was unable to cope with the study pressure and denied having met the student ever. The police have recorded his statement.
Singh said that Pankaj told him over the phone from Munger that Prasad was lying about the meeting to protect institution and its “wayward” senior students from legal action. Pankaj claimed the principal is hand-in-glove with the tormentors.
The DSP also said Pankaj refuted the principal’s claim of taking bank probationary officer examination as he is not yet a graduate, a criterion for appearing in such tests.

Patna College student expelled
PATNA: Patna College has decided to expel BA part I geography honours student Nitish Kumar from the institution for his alleged misbehaviour with his fellow students, including girls.
College principal Lalkeshwar Prasad Singh said that the decision to expel the student was taken by the discipline committee and anti-ragging squad of the college after hearing both the student and his guardian on Tuesday.
Surprisingly enough, about 10 days back, this student had complained of his ragging by some senior students. But, on inquiry, it was found that the boy himself indulged in ragging others and harassing girl students, said the principal.

Reality bites ragging boast
Patna, Sept. 15: The Patna College authorities had to eat crow today, as a first-year student was ragged on the college campus when they were trying to advertise the institution as a “no ragging, no eve-teasing” hub.
The ragging occurred when the college principal, Lal Keshwar Prasad Singh, was addressing a news meet at the seminar hall of the college disapproving the media reports on a few recent incidents of ragging and eve-teasing at the institution this session. The first-year boy, Nitish Kumar, was ragged in a classroom adjacent to the seminar hall.
A first-year geography (honours) student, Nitish was allegedly ragged by his seven seniors. Recalling the incident, Nitish said: “I was waiting for my history subsidiary class when three boys asked me to come out of the classroom.”
The trio allegedly dragged Nitish downstairs kicking him. A visibly shocked Nitish said: “I was dragged in front of the administrative block by my seniors. Four others joined them. They also started assaulting me.”
The seniors allegedly asked Nitish to do sit-ups and tried to open his trousers.
A few NCC cadets saw the ordeal of Nitish and ran towards him to free him from the clutches of his tormenters. Spotting the NCC cadets, the seniors fled leaving Nitish alone.
But that was not the end of Nitish’s suffering. After seniors bashed him up, his principal gave him a mouthful when he went to complain about his tormenters.
When Nitish reached the seminar hall with his fellow students, the principal of the Patna College was shocked to hear about the incident of ragging in front of the reporters. Singh first refused to listen to the boy.
He said: “Some students, mainly the boarders of Minto, Jackson and Iqbal hostels, are trying to malign the image of the college as the administration was dealing with the students involved in group clashes and eve-teas- ing strictly.”
Singh kept on saying that some students had planned the entire incident at a time when the college administration was holding a news meet.
In the meantime, the newly appointed proctor of Patna University Kriteshwar Prasad reached the college campus learning about the incident of ragging. Prasad assured the students of strict against those involved in ragging Nitish.
After the proctor stepped in, the college principal also changed his tune. He started assuring students of taking strict action against the accused.
The proctor asked Nitish to submit a written complaint against the students involved in the incident.
Prasad told The Telegraph: “I have asked the victim to give a written complain to the principal. At the same time, I have asked the principal to initiate a probe into the incident by the anti-ragging cell of the college.”

Patna medico kills self, family alleges ragging
A first year student of Patna Medical College and Hospital (PMCH) committed suicide after being allegedly harassed by his seniors. The body of 18-year-old Sunny Kumar Roshan was recovered from a private lodge under Sultanganj police station of the state capital on Wednesday. The body was taken to his Chapra residence by his family after the post- mortem. The police said they did not find any suicide note from his room.
Bihar chief minister Nitish Kumar on Thursday ordered a joint probe by Patna's district magistrate Jitendra Kumar Sinha and senior superintendent of police B. S. Meena after the boy's family alleged that Sunny had taken the extreme step due to constant harassment by his seniors on the college campus.
"I have asked the Patna DM and SSP to probe the suicide by the medical student in view of his family's suspicion about ragging," Nitish said.
Sunny, a resident of Saran district, was living at the Mehendra Prasad lodge in the Mahendru area where his body was found hanging from the ceiling fan.
His father Kameshwar Ram, a bank employee, said he often complained about harassment by his seniors at the college.
"He told me that the seniors often ragged him on the college campus. They used to chase him to his classes and would leave only upon the arrival of the teachers," the victim's father said.
Family members said Sunny was also tense because his seniors had demanded ` 1,200 from him in the name of donation for the upcoming Saraswati Puja.
Anil Kumar, one of Sunny's friends, said he was very upset after he returned from the college where he had gone to give donation for the Saraswati Puja on Tuesday.
"He just collapsed on the bed and was crying. I kept asking why he was upset but he did not tell me," he said.
The SHO of Sultanganj police station Nand Kishore Rajak said the boy had locked his door and apparently committed suicide on Tuesday night itself but the matter came to light on Wednesday around 7 pm when the door of the lodge was broken open.
The Patna SSP, who also visited the lodge where Sunny had been living, said he found no evidence to suggest that ragging prompted Sunny to end his life.
" His father has not mentioned ragging in his statement to the police," he said.
Meena said the police had recovered a diary from Sunny's room which contained telephone numbers of some of his friends. " We have talked to each one of them but none of them told us anything about ragging," he added.
The PMCH administration denied the charges of ragging and extortion of money from students in the name of donation for the Saraswati Puja.
College sources added that Sunny had attended barely onethird of his theory and practical classes. The police said Sunny had appeared in a semester examination from January 15 to 24 and had apparently not done well.
In a separate incident on Thursday, Ashwani Pratap, an MBA student, was found hanging from a ceiling fan at his house in Patna.
The deceased was a student of a Pune college and was under treatment for depression.

Row over hostel ragging
Patna, Dec. 14: A day after students owing allegiance to Nationalist Congress Party (NCP) created ruckus, there was palpable tension on the campus over an incident of ragging at Patna University New Hostel.
A source said senior boarders of the hostel assaulted fellow students when they protested an incident of ragging.
Rahul Kumar and Prashant Kumar — both third year BBA students — were allegedly beaten up on Monday night because they had dared to protest an incident of ragging.
Rahul sustained injuries on his ear and Prashant on his hand and leg. Both of them refused to comment on the incident.
The intervention of the senior students had led to a compromise, they said.
The university, however, is taking a serious view of the incident.
A source said university authorities are planning to crack down on such incidents that not only affect the reputation of the university but also endanger the safety of students.
New Hostel superintendent V.K. Das has sought a detailed report of the incident.
Patna University disciplinary committee is also planning to deal seriously with the incident.
Randhir Kumar Singh, a teacher of Patna College and a member of the disciplinary committee, said: “A meeting of the disciplinary committee was convened in the office of the principal of Patna College. Members of the committee have decided to take strong steps to punish the guilty.”
“Both senior and junior students have been asked to give in writing why disciplinary action should not be taken against them. They have to submit their replies by 11am on December 20,” said Singh.
Sources said the incident on Monday was in retaliation to a protest lodged by Rahul and Prashant on Sunday, when some senior boarders at the hostel ragged some juniors. The two of them had tried to stop the seniors but in vain.
A junior student informed the Pirbhore police about the incident.
Though no formal complaint was lodged, the police summoned the senior students to warn them.
On Monday, the senior students were waiting to settle scores with Rahul and Prashant, as they believed the junior students had informed the police about the incident on their behest.
An altercation ensued between the duo and the other students and they soon came down to exchanging blows. Rahul and Prashant were injured in the scuffle.
Tanveer, an NCP student leader, said: “This is a very serious incident and efforts are being made to play it down.”
A source said some senior students had ragged the juniors on Sunday by asking them to run around the hostel campus.
Harihar Kumar, a student of Hindi (honours) fainted in the course but the seniors did not stop ragging.
A junior student said he had informed the college authorities about the incidents of ragging but no action had been taken.
Yuvraj Kumar, a resident of Minto Hostel, said: “Incidents like this happen all the time but no complaints are lodged. Such incidents also take place in Jackson Hostel.”

One held for ragging in Patna College
Gyan Prakash, TNN 4 August 2009, 06:32am IST
PATNA: In a case of ragging otherwise not very commonplace in Bihar, a BA Part I (History) student of Patna College was on Monday brutally assaulted after senior students failed to strip him.
The incident took place during a freshers’ day function on the campus which was attended, among others, by the college principal. Even while the function was on in the college’s seminar hall, Ashutosh Ranjan came out to go to the loo. he was intercepted by a group of six-seven students, including BA Part II (Maithili) student Vikas Kumar, intercepted him near the toilet and asked him to run to and from in the corridor.
Ashutosh, a resident of Bazar Samiti area, further told police while he thought how to react, one of the seniors tried to unzip his trousers while another forced his hand into the trousers’ pocket. When he resisted, he was hit on his back by a rod and showered with fisticuffs.
The badly bruised boy rushed to the nearby Pirbahore police station. In the raids that followed, Vikas was arrested from the Minto Hostel. Ashutosh was sent to PMCH for treatment.
The college authorities, however, refused to accept it as a case of ragging. “It could be a result of personal enmity,” a college official said, adding the incident would be probed.

The college authorities, however, refused to accept it as a case of ragging. “It could be a result of personal enmity,” a college official said, adding the incident would be probed.

Ragging’: Sainik School student tries to kill self
Posted: Thursday , Jun 11, 2009 at 0047 hrs IST
With the aim of becoming an Army officer, Rohit Murmu had got admission to the Sainik School in Jhumri Telaiya two years ago. Today, the 14-year-old class VIII student is lying in Sadar Hospital in his hometown Deoghar after slashing his wrists in a case of attempted suicide. His doctors say he out of danger now.
Rohit says he tried to commit suicide after being repeatedly ragged by senior students. “I was fed up. They had tortured me so much that I felt it was better to die than to return to school to face them once again,” he said. He had come home for the summer vacation on May 4 and was to return on June 27.
“On Monday night, he cut the veins of his right hand with a blade. We found him lying in a pool of blood and rushed him to hospital,” said Niru Hansda, Rohit’s mother. His father Manohar Murmu, a railway employee posted at Deoghar’s Jasidih railway station, said Rohit had repeatedly complained about ragging in school. “The senior students used to compel him to wash their clothes and press them. Whenever he defied them, they beat him up,” alleged Murmu.
School’s headmaster Lt Col B S Ghorpade denied receiving a complaint from Rohit. “We are shocked to hear of his case. We are going to inquire into his complaint,” he said. The school is one of 23 educational institutions run by Delhi-based Sainik School Society.

(CASE)
Patna, (Bihar Times): After the Patna Medical College Hospital it is now the turn of the Darbhanga Medical College Hospital to be in news––all for wrong reasons. Students of the second year went on rampage on Saturday evening following the decision of the college to close it sine die and get the hostels vacate after the ugly incident of ragging on Thursday night.
The seniors ransacked the office of the principal, Prof S N Sinha, and destroyed the college property when the latter was holding a meeting on the issue of barbaric ragging of the nine first year students by the second year students. As they were caught by the principal red-handed on Thursday night the seniors became agitated.
The Saturday behaviour of the senior students defied any reason as it was they who first brutally ragged the freshers, seriously injuring one of them, and then went on the warpath when the hostels were vacated.
The medical students have perhaps got encouragement from the behaviour of their seniors––the junior doctors of the Patna Medical College Hospital––who last June forced the state government to withdraw all the cases against them by using pressure tactic. These junior doctors were charged with assaulting the patients and their attendants. The junior doctors won the battle notwithstanding the chief minister, Nitish Kumar’s stern warning that he would close down the PMCH.

[Telegraph] Ragging sparks clash in college
OUR CORRESPONDENT
Gaya, March 28: Tension brewed in Anugrah Narain Magadh Medical College today following a clash between two groups of doctors yesterday.
Twelve junior doctors were injured in the clash on the college premises and one of them, with head injuries, had to be hospitalised.
Sources claimed ragging in the college sparked the clash, but the principal of the institution, Madan Mohan Prasad Singh, ruled out ragging as the root of all the trouble.
He also remained mum on if the clash between the doctors had any “caste overtone”.
The principal said a committee under A. Barkat, the head of the surgery department, would be constituted to investigate the affair. Strict action would be taken on the basis of the panel’s report, he added.
Barkat, when contacted, said he was yet to receive any official communication regarding the probe.
Gaya superintendent of police Amit Jain told The Telegraph that the situation did not warrant police intervention at this stage. “Nobody has lodged a formal complaint with the police,” he said.
Conceding that he was aware of the clash, the SP said that the principal has assured that the college authorities would sort out the “internal disciplinary matter”.
Several people criticised the police inaction but the SP, also a former medical graduate, said that according to convention the police intervene in the incidents on the campus only after being informed by the college authorities.
Gaya doctors have been known to be divided along caste lines and have involved in brawls several times. This is the third incident of violence in the same medical college in the recent past.
Earlier, doctors assaulted television journalists and snatched the camera of a TV crewmember. The doctors have also clashed with local shopkeepers.

[ToI] BIT fresher in hospital, ragging suspected
2 Aug 2007, 0436 hrs IST,TNN
RANCHI: A fresher at the Birla Institute of Technology at Mesra consumed poison, apparently after going into a bout of depression brought on by ragging. Dharamdas Oraon, enrolled in a biotechnology course, is being treated at a private nursing home in Ranchi. Family sources said Dharamdas had come to Rajendra Institute of Medical Sciences on July 27 with complaints of uneasiness. After doctors detected signs of poisoning he was shifted to the nursing home on Wednesday by his family.
Dharamdas got admitted to the college on July 21 and was allotted a room in block III hostel the same day. His family members denied the boy made a suicide bid and instead alleged his seniors might have forced him to consume intoxicating substances.
"Had he consumed poison, he would not have gone to the hospital on his own," his grandfather, Dev Sharan Bhagat, said, adding his behaviour suggested the boy was mentally tortured.
Bhagat said police tried to record his statement but failed to do so. "He seems scared and falls unconscious every time the police arrive to record his statement," he said. The boy’s father, Sohrai Oraon, said his son was admitted to RIMS under mysterious circumstances.
